The use of virtual learning was intended to be a temporary measure designed to deliver emergency schooling during the peak of COVID-19 and the global pandemic. Yet, virtual learning continues in Ontario as several school boards have unilaterally made decisions to offer school online.  

And the Ford government has taken several actions to support the shift to virtual learning for students. Since 2018 the provincial government has: 

• outsourced learning to online and private options;
• significantly cut and reduce public funding allocated to the public education system; and 
• it refuses to establish standards on boards to end the use of virtual learning.
